Steven W. Campbell, Police Chief (retired), B.A., M. Ed.
Steve Campbell has served Arizona communities in law enforcement for 35 years. He started his career as a reserve officer for the Arizona Department of Public Safety before accepting a full time position with the Phoenix Police Department, where he spent the next 29 years. Steve promoted through the ranks from patrol officer to commander. During his tenure, Steve lead several units such as Violent Crimes Investigations, Strategic Planning, Tactical Operations, Professional Standards and Airport Operations.
In 2001, weeks following the infamous 9-11 terrorist attack, he co-chaired the security efforts for the Major League Baseball World Series. The coordination team was subsequently recognized by the Arizona Diamondbacks and Major League Baseball for their successful efforts.
As an interim police chief, on loan from the City of Phoenix , Steve directed the redevelopment of a Phoenix metro area municipal police department for more than a year, following an in-depth organizational audit. Starting with 119 recommendations for change, Steve assembled a team to begin modernizing this police agency.
Following a short two year break in the private sector as the Assistant Director for Safety at Christ’s Church of the Valley in Peoria, Steve was appointed as the Deputy Director for the Arizona Department of Public Safety. He was responsible for the daily operations for this statewide agency, including Human Resources, Public Information, Research and Planning, Finance, Professional Standards and the day to day activities for the Director’s Office.
Steve recently served as the police chief for more than 4 years in the Phoenix metropolitan area. He lead the efforts to continue the redevelopment of the police department by over seeing the design and construction of a modern police facility, rebranding the department’s image, implementing new technology and award recognized programs to assist victims of domestic violence and other family crimes.
Chief Campbell and his staff, lead the coordination efforts to start a Child Abduction Response Team program in the west valley. They also assisted with the coordination for the start up of the Domestic Violence Fatality Review team for the west valley. This review team focusses on closing the gaps to reduce the potential for fatalities associated to domestic violence.
As police chief, Steve was appointed by the Governor’s Office to serve on the Arizona Peace Officers Standards and Training Board and the Public Safety Communications Advisory Commission. He sat as chairman of the Maricopa Association of Governments Regional Domestic Violence Council and chairman of the Board of Directors for the Phoenix area public safety wireless communications system. He served as member of the Arizona Department of Homeland Security Advisory Council, Central Region and the Committee on the Impact of Domestic Violence and the Courts, a standing committee of the Arizona Judicial Council.
Steve earned his Bachelor of Applied Science and Masters of Educational Leadership degrees from Northern Arizona University. He also attended the FBI Executive Development program at Quantico, Va.
Steve is a member of the International Association of Chief’s of Police, the Arizona Association of Chief’s of Police and the FBI Law Enforcement Executive Development Association. He is also the recipient of the Mother’s Against Drunk Driving (MADD) Lifetime Achievement Award.
Utilizing the experience and skills obtained over the last three decades of service, Steve is driven to assist the next generation of leaders to find and develop their own abilities. The will result in those leaders effectively guiding their organizations to meet the changing environments in the workforce and in our communities.
